That's the grim opinion of BBC Panorama's Paul Kenyon, as he reviewed shocking undercover footage showing a culture of patient abuse.
Tonight's programme followed the thuggish behaviour of some workers at the specialist residential hospital near Bristol. Winterbourne View, which is run by the Castlebeck care company, homes some of the south west's most vulnerable adults, with a range of learning disabilities, complex needs and challenging behaviour.
In the hour long show, often painful to watch, we saw members of staff strike patients without provocation, drag them from their beds, pin them to the ground and deprive them of their personal belongings.
In what can only be described as institutionalised bullying we saw one care worker, tattooed thug Wayne, goading patients into harming themselves and belittling them with taunts about their families.
In one particularly venomous abuse of trust we saw Wayne pour ice cold water onto patient Simone, as she shivered uncontrollably on the cold ground outside.
Absolutely horrendous and I hope Castlebeck and the employees concerned face the full weight of the law. They aren't fit to run kennels.

I think you should give the full names and addresses of these bullies, see how many people would like to call round and give them a taste of their own medicine. I know I'd have plenty to do!
Just watched the programme. Its sad and appalling and i wonder how many other people like this are being mistreated and abused in other places.
being Britain, with its lax justice system, there will of course be no reprecusions. Wayne and Co, will get a slap on the wrist at best.
I have just watched the panorama program and was totally disgusted,everyone from the cleaner to the boss should be investigated and prosecuted as heavily as possible. those poor people were innocents and will never understand why they were tortured. The footage should be sent to downing St!!!!,

I have managed care homes for many years,and feel physically sick after seeing this footage on Panaroma tonight, all offenders, and those that have condoned behavior or not taken action of Castlebeck must be held to account according to criminal law. The Quality Commmision QCC ( the regulator) must also be seriously audited on its procedures and practice, clearly it is not fit to regulate. This goverment must now act as a priority an insist on a national invesigation of the regulator and its inspectors it employs.
Very distressing footage, thank God Panorama has exposed this evil although whether it's the disabled, the old, the very young or animals - we have to do much much more to protect the vulnerable. However fleetingly satisfying the thought of visiting violence upon Wayne and his ilk (whether or not legally sanctioned), this is not the solution. Indeed it's the knee-jerk reliance on brutality that made Wayne the way he is in the first place. Instead we should make the care of the vulnerable a respected career which attracts the best rather than the dregs of society and not leave it to public or private bodies that are only interested in delivering cut price 'care'. We should also ensure that 'whistleblowers' are listened to and that there are clear and effective penalties for staff who abuse their positions.
This programme has made me ill, twats.I make these people suffer so bad. This happens all over and it bad, but it needs to be shown to send a measage out to other home.These homes are opened by rich people who want to make money and have not got a clue about people with learning difficulites and give anyone a job.The owners need had good beetin as well, as they know what going on. But as long as the money in there bank they dont care.
i cant believe that they were able to continue to abuse those innocent vulnerable people months after the first complaint was made. it makes me sick to think that our so called care system would fail yet again. people like that are disgusting flaunting what little power they possess inflicting pain and suffering on vulnerable people who rely on them for care. i just hope that the scum are harshly punished and get exactly whats coming to them.
I hope all the staff in this programme get what's coming to them - they all need to be named in full and their photos circulated so that they can't get jobs elsewhere.

I congratulate the whistleblower who had the courage to follow this through when the useless CQC couldn't be bothered to do their job! - disband them too and invest the money in group homes for the learning disabled to live together supporting each other - the can't do a worse job than Castlebeck!

As a mother of a disabled teenager watching this strikes so much fear and anger in me.To all of you that don`t have a disabled child or adult or havn`t come across the so called care in this country i can tell you it happens more than reported,not only in care homes but hosital and schools all the staff always stick together and it is very hard to confront staff turn a blind eye,managers turn a blind eye as well as owners and ministers.As for Waynes name no doubt it will be posted on facebook or tweeter soon.

I agree entirely with the sentiments that Wayne is a scumbag who deserves a good kicking, but I don't want to be indirectly responsible for that by letting through comments containing his full name and address.
